India ranked below Kyrgyzstan. Why?

India ranked second last, above only Kyrgyzstan, in an annual international student assessment test conducted by the Organisation for Economic Co-Operation and Development recently. It was based on two-hour tests, in which students are tested for their reading, maths and science skills. This was in spite of the fact that India is considered an education powerhouse the world over. What do you think are the reasons for this dismal performance?
